Limits are far higher since late April 2010, when they publicly released v 2.25 which fixed some inefficient code or something caused vehicles to tax bandwidth or server cpus. I think Empires main allows 32 v 32....

This was before the 64 player limit so tanks were limited to 15 on that server at the time
