Like everything else, his position is the exact opposite of what it was just a few years ago.

Only 8 states at a time can receive a sec. 1115 waiver, so the idea that this "guts" any of the work requirement is ridiculous, it just gives those 8 states a wide berth to test their pilot programs. The legality of the move, noting the obtusely-written sec 415 which may or may not prevent the waiver of work requirements, is admittedly murky, however.

FTA: The Administration’s new argument has two parts: denying the Obama Administration’s actions and claiming that Republican governors, including Mitt Romney, tried to do the same thing. In essence, “We did not do what you’re saying, but even if we did, some Republicans did it, too.” Both parts of this argument are easily debunked.
