My Error, I got this backwords, 2 William 30's first name is not Kevin. Kevin is "Officer 1" as it is listed during the video.

@jayycrane23 2 William 30 is Kevin(I wont state his last name, and that IS his voice), and the dispacter is a Warren Co Dispact officer. If you listen when they laugh, you can hear another person in the car with 2 William 30(Kevin), taht person laughing is a ridding partner/cadet, and his first name is Clifton! Now, you want me to give more details that prove this was a real convo? The rider called the McDonalds on his cell phone and several employees came out and watched the lights also.
