On any of the RPG Maker engines(for Playstation), do you program the games on the computer and then download it onto a disk or something?

No, there are computer versions and playstation versions of RPG Maker, but none for both. You program and play all on playstation, the only way to play it is with the RPG Maker disk in and your memory card with the game on it.
