After years of neglecting the Hierarchy of Disease Control e.g. Deliberate Indifference, CDCs entrenched / incompetent Program Manager, Martin "Wizard of Pozz" Goldberg is speechless after the Philadelphia Public Records printed consecutive articles in May 2007, referencing CDCs Selective Enforcement of Disease Control and the Intentional Abandonment of Care, which infringed on Tax Paying Philadelphians Right to Exist and Right to Know, in clear violation of Title VI, Civil Rights Act of 1964.
At the time of this protest in front of Health Department and at the Philadelphia Health Commissioners (Carman Paris) Office Building, *Two Cases of Congenital Syphilis had been reported by the Philadelphia Record (confirmed by CDC Officials in Philadelphia).
The CDC purposely ignored these warnings, never heeded the State Advisories (#86 issued months before the birth of the first child) and despite notification to the contrary, at years end 10 Syphilitic Babies had been born to the City of Philadelphia, reflecting a 1000% Increase from the previous year.
To add insult to disability, CDC Managers in Philadelphia and Carman Paris created their own Health Notice, only after the birth of the Fifth INFANT born with Syphilis. CDC then blamed the life Style of each Minority Mother and further stated alleged language barriers contributed to their FAILURES! Congenital Syphilis is 100% PREVENTABLE!
It takes Nine Months for a Woman to give birth to a child and less than Nine Seconds for the CDC Management in Philadelphia to call that expecting Mother and inform her of the disease exposure and proper treatment to protect herself, the unborn child and the Father of that child (prevent re-exposure) In 2007, Paris resigned from her post as Health Commissioner and is still under Grand Jury Indictment. Goldberg (Wizard of Pozz) was forced into retirement as a result of Congressional correspondences addressed to the CDC Director (Julie Gerberding) in 06.
However the Wizard of Pozz rehired himself in 07 as a Program Consultant at $50 per hour, thus ensuring his Double Dipping High School Urine Screening Scheme, which continues to flourish and remains unchallenged!
CDCs version of the Lipstick on a Pig is the Philadelphia High School Chlamydia Project (PHSCP).
In 2003 the charade known as the PHSCP was unveiled. CDCs immoral and deceitful Public Health Policies have condemned many Philadelphians to a slow and agonizing Death Sentence. Like the recent Katrina Victims and Survivors whod paid their taxes, all Americans Citizens diagnosed and or exposed to fatal / preventable Communicable Diseases, have the right to be informed and notified about their infections or possible disease exposure in a timely fashion.
How many more must die as a result of those in position of power remaining silent? Similarly to the concentration camps of Auschwitz, there has been smoke billowing from Philadelphias STD Control Program for years, but its Federal Chain of Command continues to allow this Disease Control Inferno to determine the fate of innocent men, women, teens, children & vulnerable infants year after year!

Like Ollie North, CDC Managers in Philadelphia have been destroying the names and locating info. of known contacts to HIV Positive Clients, who provide this vital disease control information to City Social Workers, who then forward partners referrals to CDC for follow up! This is another example of CDCs Deliberate Indifference i.e. Selective Enforcement of Disease Control and Intentional Abandonment of Care Philadelphia's HIV Rates are 5X's the National Average & 50% greater than NYC residences (per CDC 2006 Stats)!
In addition, Four innocent Babies were Born HIV (+), One Infant Death (fetal Demise) from untreated Syphilis in 08, 15 Defenseless Minority Infants sustained irreversible Syphilitic disability between 2006-2008, Four Miscarriages of DIS Contractual Workers improperly exposed to Urine in Non-Clinical / Laboratory settings, while forced to process Bio-Hazardous Human Waste during CDCs bogus PHSCP!

Unfortunately, the sense of urgency does not resonate with leadership in Philadelphia or at CDC Headquarters in Atlanta. Like many urban cities in America today, Philadelphias Infectious Syphilis prevalence and HIV/ AIDS incidence are at an all time high! This fact is not due to the lack of funding or resources, rather a result of pure unadulterated neglect and fraudulent waste of American Tax Dollars by Federally Managed STD Control Program and its leadership at the NCHSTP!
