its the Isle of Man street circuit, an island inbetween england and ireland(UK). the circuit is effectivly a lap of the islands roads and yes it is closed off for practice and races but is opened to the general public on 'mad sunday' after the races basicly hundreds of bikers riding on the course at the same time. by the way there is no speed limit for a large section of this circuit so on mad sunday you can go 200mph+ if your mad enough!!!
