Gen Honore did his job. He restored order and provided a platform for the citizens of NO to rebuild their community. It wasn't his job to personally rebuild every freaking house and restore all their possessions. New Orleans isn't the first city to be hit by a hurricane and the damage wasn't the worst we've ever seen. The difference between NO and every other city is the refusal of the people to lift one damned finger to help themselves.

He restored order? The last guard patrol JUSt pulled out of NOLA in MArch THREE years later. Because that city was still looting and unruly. Thats not order.

No his job was to restore order. It took him three years to do and still not effectively completed. Miami didnt take that long in '94. Boloxi didnt take that long, the Texas towns equally as damaged didnt take as long.
