The academic word for this is "destabilization policy". Google this and you will get over one million hits. Britain did this to the remnants of the Ottoman Empire (Middle East) from 1917 on. America and Britain have had superb propaganda from the time of Rudyard Kipling and George Armstrong Custer (one of the guys who died on Last Stand Hill was a reporter -- and he deserved it).
