@Berkmar12 Byrd could have been President under the right circumstances. He was President Pro Tempore of the Senate, which put him 3rd in line of Presidential succession after Vice President & Speaker of the House. Byrd was not "drunk", he was 90 & spoke in old-style oratory used in days before television "sound bites" when politicians' manner of speech identified them to voters.
As a WV native I didn't always agree with Byrd but always respected him. He was the LAST of the
great old-timers.
