You can call other skype users for free anywhere in the world. You just select one from your contacts menu and hit the 'phone' button. It has a picture of a phone on it.

If you're calling a landline (Example: 876-909-3476) that's when it's going to charge you.

As far as public chat you have to know the link to join it. And you have to be allowed. Some chats have different settings by their creator.

Are you using a Mac? The apple version of skype is different.

If you've downloaded and updated the latest version of windows Skype you should have the live tab.
