@Daleksaresupreme1 Watchmen originated when DC received the rights to a number of characters from Charlton Comics. These included Captain Atom, and the Question amongst others. Alan Moore originally intended the story to use these characters, and DC gave him the go ahead. While he was working on the comic, though, DC changed their minds, and wanted to add the characters into the DC continuity, so Moore was forced to base his characters off of them, instead of actually using them.
