That manager may or may not have been "cheap" but he was definately "weak". He really has no idea how to handle people. The right thing to say would have been .. nothing. Say nothing. Walk over to some other manager or to a HR person and tell them to escort her out and drive her home. Deal with her on Monday ( or whatever).
