Bingo. Words such as Pakistan and Afghanistan mean absolutely nothing to the population of those two states. Those borders are imaginary and have no ideological or political cohesion. Inside Pakistan there are three major factions that are at odds with each other: ISI, the military (+president) and the parliament. They all have very different ideas regarding Pakistan's foreign policy.

They are a regional militarized faction. US mission is to empower the central government and establish a federalist control and accountability system across the land. These folks have no desire to be accountable to some asshole in Kabul who they've never met and who has no interest in their local affairs. Them fighting Taliban is a completely unrelated activity.
