What Tom Price's plan sounds like is Obamacare minus the the individual mandate. The funny thing is, he could have gotten this 2 years ago when Obama was willing to give up the farm to Republicans just so he could say he got bi-partisan support. The mandate was put in the bill by Republican Chuck Grassley lol!
The truth is they never wanted Obama to have any legislative accomplishments, and it burns them up inside that he has more accomplishments than any President in over a half a century lol!

reading history of referendum Voting I see the views of the framers all bills or Act of Congress to be law has to be aproved by the vote of we the people to so then be law to be able to be signed by the president to be come a Act not the other way round. personally I think todays leadership so Violates this 1st Amendment joint historical views of A elected common defense representative republic democracy based Voluntary taxation for Gov so sought by men like Geroge Washington & Haym Salomon??
