I have a Polaris Ranger 700 with just Elka shocks, is a long travel kit better then that or the same for whoops?

a long travel kit will make it ride a lot better. The more wheel travel you have, the smoother ride you get over larger bumps. so your elka shocks with stock suspension might work great over really small woops.. but the long travel will work great over bigger woops. the shocks do make a big difference if they are set up right, but the longer a-arms make a big difference as well.

pricing for a-arms start at $2200 with axles, and shocks are anywhere from $1900 to $4400 depending on options and brands etc.
