What happens to the garlic after you drain the potatoes? I mean do you use that much garlic to actually make the mashed potatoes or is it just to cook the potatoes so that it adds flavour while boiling?

I would use 10 cloves of garlic for 5 potatoes.

So that they all cook evenly. You don't want to have some of your potatoes hard while the other half are mushy and gummy and over cooked. This way they all start at the same point.
