I always think of the actual Joshua Tree park when I listen to this song. I personally think its about heaven or something because it sounds just as good as it.

neonblacgirl's explanation is very good, but I've heard Bono say that it was inspired by the situation in Belfast, where the streets where marked ( still so in some neighbourhoods) so you know if the people in a building are Catholic or Protestant.
Bono is from Dublin, he grew up in Cedarwood Road, in the Northern part of the city, he's written some songs about it, especially about Ballymoon, for example Running to Stand Still, but this one is not about Dublin.
