True, but the variations are a delight, nevertheless. Tchaikovsky's insertion of the "Dies Irae" was a frequent device, as it was also with Rachmaninoff.

What I don't like from this movement (as Tchaikovsky planned it, that is, besides orchestral execution, which is really good), is that here, melody, musical form, orchestration and the whole accoustic thing in general, acts as the served thing, not as a serving thing. The first movement is the best one.
