Akira Yamaoka is one of those base musical artists which actually capture emotion and place it into any given track for anyone to relive once again.
A few others that I know that do the same include Trent Reznor [esp. with his Ghosts project,] Boards of Canada and Venetian Snares. It's not the genres that one has to pay attention to; it's the artists' core understanding of emotion and how they integrate such into the musical medium. It's really impressive.
