According to this http://coord.info/GC22RWG the pedestrian tunnel was created in 1944 and features two large elevators on each end. The tunnel goes under a big river and accommodates both pedestrians and bicyclists.

I was surprised that the bicyclists are quite courteous and follow the rule walk --not ride-- their bicycles in the tunnel. There are two friendly security guards that regularly patrol and a security office next to the south exit. I'm sure if you have some trouble or are lost they would be happy to help you.

Also, while there are giant elevators on both ends of the tunnel, there are also stairs. The stairs were much more of a climb that I thought they would be.
