Unfortunately a JP only release as far as the publishers are concerned.
There is a fan made english patch available and it translates pretty much all of the mainline plot and dialogue of the game and is definitely worth playing. Do a search for 'Namco X Capcom Project' or 'Transgen namco x capcom english translation'.
