Unfortunately a JP only release as far as the publishers are concerned.
There is a fan made english patch available and it translates pretty much all of the mainline plot and dialogue of the game and is definitely worth playing. Do a search for 'Namco X Capcom Project' or 'Transgen namco x capcom english translation'.

The guy a few seconds after 1:43 is Reiji, one of the main characters in the game. The other is the fox lady in similar clothes. They are original characters, not borrowed from previous games.

Also, I'm 80% certain that this video was done by Gainax...there are a number of parts that remind of the the opening to Samurai Legend Musashi and Gurren Laggan.
