Katrina is one of the worst travesties in US History. It was like sending help to a third world country: Money&goods intercepted by greedy politicians/ bureaucrats. As the Pirate King says in Pirates of Penzance,

The fires have been going on every santa ana since I was a kid. And what do we get: "conservative" city officials notorious for frequenting "gentlemen's clubs" and having affairs.

But these "witch fires" are something else, and everyone points fingers at hunters with flares or teenage copycats and barely will say anything about illegal immigrants possibly being the cause. There is so much tension going on in San Diego which has a rep as a laid back beach town it's not funny.
