Because they got afraid of getting fired and don't treat an uninsured patient who happens to be a friend of doctor Kelso's.

When Kelso confronts them as to why they didn't jsut bend the rules like they would do, they say that "you take away the scrubs, you take away the trust" or sth, and that's when JD says that "just like that we got our old scrubs back"
