Thats due to the tactics. In the past, football (soccer) games would have lots of goals cause there was no developed tactical moves. Nowadays its hard to have the same amount of goals cause the teams study each other for weeks and nullify other team's tactical game. Think of it as a chess game. Or even a 'war' since lots of football tactic moves were inspired on war moves.

That's why this is such an unpopular sport in the US, their culture is more approachable to easy understanding stuff, like american football and wrestling.
