Compression surge. The bov isn't fully releasing the boost and causing it to go back into the turbo. If it fluttered during boost then it's waste gate, if it fluttered after boost then it's surge. :-)

volume is so low on this, cant tell, when using GoPro take it out of the plastic cover or get the cover with holes
