Teach a man to fish and he'll starve. Today Japanese fishermen are using technology to capture the majority of fish in 4 oceans. I live in Leyte, and have offered loans to local fishermen whose families are starving. I only wanted fish in repayment, so I could sell to customers at my marketplace. Not one fisherman took up my offer.

I couldn't believe it. Then I was taken out for 6 hours and we caught 24 small fish.
