@dasmutti technically, yes and no. yes they did manage to kill Ace and Whitebeard so they completed their initial objective. BUt then later they said that they were going to kill ALL the pirates, which they didn't so they failed in that manner. And Whitebeard also announced the the One Pece does in fact exist, so he was able to reveal somethign that would spark more pirates and give the navy even more problems
