I have a few questions:
1) All the wrist straps I can find on newegg use alligator clips, how should I ground myself?
2) Is it even more effective to use both a mat and a strap?
3) Is it actually safe to plug yourself into an outlet?
4) If I can't use an outlet would it be effective to attach the strap to the case?

Yes. The wrist strap or grounding mat plug gets plugged into the ground connector on the three pronged outlet.
