@breen099 Yes, if you own at least one Source-based game, Half Life 2 included, you can install the Source SDK Base which Goldeneye Source requires to be able to run. You can find it in the Tools section of the Library on Steam.

is there 1 player mode and multilayer other then empty worlds?

@antmiu2 There's only multiplayer so far but they plan to release single player at some point in the future. The reason this map is empty is because I loaded it from the console, rather than joining a multiplayer server.
