**UPDATE**
I've found an easier way to do this.
1. Do the Groundhog Day glitch.

2. Get in the passenger side door of any car you want, don't warp in. If an NPC is sitting on the passenger side, kill him first.

The NPC will usually start driving on his own after a while, but if he doesn't, use the Evil Cars 2 cheat.

you must have to do the "Escort" then get into the side of an FBI escort then start shooting them
