@ricofojas2011 It's a visual signal, not commonly seen in Europe (I only saw it in Italy)
Check out 'Wigwag' for the US version, which supposedly mimicks an engineer's red lantern swung as a warning.
But it has little effect in Italy :) where 'Red' is just 'a warning'. Well, that's my theory, after observing its effects.

@steamtrain6000 It's a further warning for people to stop. Doesn't seem to have much effect in Italy....
