I believe this tuning is called alternative cross E tuning. It's said that BEBEBE seems to recall the sound of an Indian sitar - of course sitar has more strings (about 18) and according to Wikipedia the 4th note is included as well. I can certainly hear Indian in the playing of nick drake. He of course lived there as a child.
