The Georgia Bureau of Investigation interviewed many witnesses after the police shooting of Justin Elmore, but the account provided by an 8-year-old girl seemed most closely to mirror what was seen in police car videos.
The child's statement was in the agency's investigative report shared Tuesday with the Richmond County grand jury. The jury did not indict two sheriff deputies for any criminal charge.
The report was released Wednesday through an Open Records request. It reveals both Deputies Jose Rivera Ortiz and Michael Hodge fired their weapons at Mr. Elmore the afternoon of Dec. 14. The deputies fired eight times total. Mr. Elmore, 23, was shot once in the head.

HELLO SUMBODY!!! i deadly force was the last thing. why didn't they shoot the tires out when he didnt get on the car and was just sitting there? I honestly believe if they weren't in sunset (the projects) this would have ended differently.
firing weapons to disable a vehicle is not authorized in most agencies including this one. an officer you can only fire his weapon when it falls under the use of deadly force policy of their agency. the supreme court has stated that it is wrong to judge what the officer should have done but rather what you would have done if in that same situation and if the officers decision was acceptable for that situation. he was infront of the car. the suspect stepped on the gas. life in danger. shoot!
it was a high speed pursuit. you're happy? yes the cops did what they felt was nesscary but you can actually say that you are happy at another person's death he was a child's father what if some on said they where happy your father or mother died.
im not happy that he is dead i just meant that im happy that the only person harmed in his wreckless decisions were himself. the officer did what he had to do to ensure he went home and that the suspect (who already tried to run him over) didnt try to run over anyone else
