Bukkal means body and chor means GOD. Bulle shah explains in this kalaam that god does not belongs to any particular religion but god is beyond all religions. People try to find god outside but he lives inside his creation not out. He is the reason we can see, speak, listen, smell, taste and feel of touchiness. You are right--If "Shawl" "Chadar" or "Kunbal (Blanket)" is long enough, it may cover the whole body, but normaly "Bukal" covers two third of the body.
