Its the newest form of personal transportation. Inspired at a young age by James Bond gadgetry, this inventor hopes to make a difference saving the lives of those trapped in flood or hurricane situations with his far out design!

I'm pretty sure I could achieve this for a low cost with:
1: A jetski motor
2: The boat shaped luggage rack that goes on a car
3: Massive water hose
4: Movie props from kickass
