I suspect that it is a corona motor: half of the metal blades beneath the disk spray positive charge onto the disk (the other blades spray negative charge) ; the disk rotates until the charged sector is above a blade that sprays negative charge ; the sector discharges and is charged with negative charge ; and the disk rotates to the next blade, etc. To supply the high-voltage, "milan1759" uses an electric air freshener.

Is the power supply for the static electricity from a laser printer or copier?
