on urban dictionary it says a tail is a police car that's following you, so I suppose it's a slang term.

on this, i actually got the armored car stuck somewhere so i just kept smashing it until it blew up cuz it wasn't moving anywhere. :D

That cheat works until you get to a mission where you have to knock stuff out of a vehicle. Then it's impossible to pass because you destroy the car and can't get any items out of it.
