If you want to know if a certification is compliant with an American National Standard and international standard, then refer to ANSI/ISO/IEC 17024 General Requirements for bodies operating certification of personnel. That is the standard against which certification programs should be compared not the one referenced here. NOCA also has a certification standard (as you are aware), although it is not an American National Standard.
Tthis video is inaccurate at worst and confusing at best. The standard addresses only assessment-based certificate programs NOT certification so the statement about the standard not condemning all certifications (ti doesn't condemn any!) is inaccurate as are the questions to ask if your certification is compliant with the standard. Again, NO CERTIFICATION is compliant with the standard. It is a standard for assessment-based certificate programs only.
