You have to have completed both Lunar Diplomacy and Dream Mentor quests. You also need 96 magic (or 92+ magic with a magic potion).

Thanks! It worked out nicely because I could cast both Ice Barrage and Vengeance in the same game. Gotta love Spellbook Swap ;-)
