I see no problem with Biden's plagiarism. I tend to agree with him that it is silly to have to attribute every common thought to someone. Most of these American political speeches all sound the same anyway...they have no real meaning. Just say, "America is great, it's morning in America and we cannot lose" and then make sure to hide the sound of your fart at the end of the speech.
