a how to set that stage on a regular mugen program instead of hi res?

@pgmp06 Just get Winmugen Plus. Handles both normal & Hi-Res stuff just fine, without adjusting.
All of my stages are not Hi-Res, and I have not made the transition to adjusting them for Hi-Res. I am working on updates to allow such to be possible.

Double Dragon was done, when Super Double Dragon/Return of Double Dragon went incomplete in 1992 on the SNES.
M.U.G.E.N was released in 1999, this stage made by me, made 9 whole months ago. So please, don't make yourself look stupid. Everyone went with the times, to preserve what made Double Dragon popular. If everything was always everyone against everyone, then it would be boring.
If it's that much of a problem, jut get The Warriors Street Brawl.

Thanks for the stage release DarkValentine1984. I got the stage working perfectly fine on my MUGEN but for some reason, I can't get the music to work. I'd appreciate it if you could help me find the music files for the stage. thank you..

the music files, as with any other music track that goes for a stage in mugen, is supposed to go in the sound folder.
If you want to save some time and trouble, then I suggest you use Stage Viewer.
It will allow you to add music to a stage, without having to type it in the DEF file for it.
