Yes, that's supposed to be the logic!
But in the past, Telco companies really tried to squeeze out every single cents from your pocket. So they charged even for receiving a call, subscription plan for called ID and voice mail, expensive rate for international calls/SMS, etc.
But now they are pushed to be more customers oriented and more competitive. Especially with competitors, like Skype and Hoiio, breathing down their neck.
