@marfg12345 no. what the human eye perceives is actually sometimes a very high level of fps and sometimes a very low level, depending upon many factors. if you move your hand in front of your face slowly, your eye can make out details easily, but if you move your hand quickly, it begins to blur, make it nearly impossible for your eyes to see any specific details. these are both examples of how the eye sees both low and high levels of fps.
