New putter for Harrington legal?

Last week Padraig Harrington had a new putter in his bag, at least a new shaft. According to BBC reporters the (adjustable?) brown bulge just under the grip is made of brass and allows for a bigger sweet spot.

I have no idea about the rules but if players can use putters with shafts that go all the way up to their chins then i don't see any problem with this.

its not some revolutionary black market product. simply a counter balance weight inserted under the grip, gives the feeling of much more control of the club. fairly common and definitely legal.
