@TwoBlumen Mei-Ling was born and raised in America, thus it made absolutely no sense for her to have an accent.
I preferred Naomi's almost British accent however. In the original MGS Naomi had a sense of warmth and energy when she spoke. In Twin Snakes, Naomi just sounds kinda cold and droning. Plus it made more sense, she even said Zimbabwe was owned by the British until '65.

@TwoBluemen It's probably due to the voice actors/actresses who played them... MGS4 was made almost a decade after MGS1... And took place less than a decade after Shadow Moses... Gray Fox's flashbacks were voiced by Raiden's voice actor.

The only thing I found dissapointing about the MGS 4 is how original characters from MGS 1 had thier accents changed. Mei Ling was Chinese - it made compelte sense for her accent to be Chinese. It added immersion. Same with characters like Nastasha, Sniper Wolf, Liquid and Naomi Hunter. You got a sense of each characters background, and how that drove them. Such a shame that was lost.
