I've always played with my left hand on top, and I've been playing actively for about 15 years. There may be official "rules" but it's really more of a preference thing. Same with the tongue. Actually, I generally reserve the tongue for specific effects and play through the notes, letting the fingering play through to the end of a phrase with a continual breath. It takes a little more breath control, but I like the sound. But again, it's a preference thing.
