haha yes he did. and since when was that "his 2008 europa thing" ? I think it's just a "Tom thing" and it doesn't matter where he plays a show in the world... that's what he'll do to get the crowd going.
and don't worry. they'll spend the entire summer this year in Europe I'm sure. I hope you get to see them! =D
