I had this when i first had an iPad.. The built in app will ALWAYS stream the highest quality such as 720 or 1080.. If you're internet and wifi isn't up to it you'll get buffering all the time.
You can go to the mobile version of youtube and play low quality.. but it's the horrible 240p quality...
I moved to fiber-optic 3 months ago and haven't had an issue since :)
