The rule being quoted here is in place mainly to prevent something like the "holy roller" debacle. In this case there had yet to be a change of possession, so Troy could not be seen as trying to move the ball forward for his side as his side had not gained possession.
In other words: The rule is meant to prevent the offense from using a batted-forward fumble and then recovering for a first down versus recovering from the spot of the fumble and having to punt or lose the ball on downs.

@08dbrady You dumb ass, how can this play be stupid if Troy got the steelers 2 points and the ball back. Illegal plays happen all the time but people get away with it like the offensive line holding.. If you get away with it then why the fuck not and how is it stupid when it works? You have a lot to learn and by the way I am not a steelers fan so I can understand why you hate troy. He gives your team problems.. haha
