@McPrfctday I grew up with dogs.
And my brother has an electric fence to keep stray cattle from wandering into the horse's feed, so I also know how powerful they really are. It's more of a sharp tingle than a shock, but it can be a real surprise the first time you touch it.
Letting the dog run loose would be crueler than the fence, but I don't think this fence would stop the dog. The inward leaning top is probably more effective..

@McPrfctday An electric fence is uncomfortable but harmless. It's commonly used to control animals.
In this case, as you see, once the animal realizes that it's harmless it loses most of the deterrence value and it becomes a question of whether leaving is more important than avoiding the discomfort.

Put a 45 degree inward facing 'lip' on the top of the fence. I think what you've done there might be illegal. If it's not then it certainly deserves a very hard slap to your face.
